Depends. First option has 13% more EHP but it is achieved with plates which means you align slower, you burn back to the back slower. Much slower. So they have more time to shoot you.

Semi rigs if you plan to PvP more and CCC if you plan to run away more. Semiconductor rigs offer longer sh. bootsing/fighting time over CCC but CCC will get your cap to jumping level sooner. Mail me if you need BPCs for any XL rigs :)

Moros is best for bigger (0.0) capital fleets where you need every extra % of dps and no1 cares if you live or die. And for quick strikes where you want to kill everything quickly and gtfo before reinforcements arrive (usually active shield tank)....
